One of my golf friend lost his left arm in line of his work. I think that's the maximum handicap for a golfer!!

There is no one maximum handicap, but there is a maximum handicap index.
Here is the explanation from the United States Golf Association (www.usga.org):
The maximum Handicap Index is 36.4 for men and 40.4 for women .
* The Course Handicap™ could convert to a number higher than the maximum Handicap Index. Example: A Handicap Index of 36.4 on a course with a Slope Rating® of 145 would be 47 (e.g. 36.4 x 145 / 113 = 47 Course Handicap).
* Anything above the maximum Handicap Index must be designated with an “L” for local club use only (e.g. 45.0L).
* Anything set below the maximum Handicap Index for an event is a condition of the competition (e.g. maximum USGA Handicap Index for event is 25.0).

In the UK , the maximum handicap for an adult male is 28 and 36 for an adult female

It's all variable by local rules, but under the Unified Handicapping System operated by CONGU (ie the governing bodies of club golf in the UK) it's 28 for an adult man, 36 for a woman.

28 for adults over 18.
Juniors can go to 36, but that may be only up to a certain age, as it is really to encourage younger juniors as they take up the game.
Many clubs now don't require prospective members to have a handicap, if you or anyone else is particularly concerned about that aspect.

In my country the UK its 28 and for woman its 36
