Weight training for your quads, your hamstrings and your calves. Run distances to build aerobic capacity first, then do speed training. Speed training can involve running with some kind of resistance, running with knees high, running with "butt kicks" to work your hamstrings, training yourself to stay low for quick starts, which employs your quads more, one of the strongest muscle groups in the body.

Run downhill! No, seriously, running everyday will make you faster. Do different distances at different paces. Say, 3-5 mile at medium pace one day, then 2 mile as fast as you can the next day, with some short sprints to improve power. Change it around a bit.

get a friend and do time trials. make goals for yourself. make sure you eat right and build muscle in those legs. find some magazines. call high school and college coaches for advice. hopefully they will give it to you. if you can, try to be an assistant coach if you have the experience and time so you can learn more from a coach. see if you can get in contact with olympians. winners and losers. even the ones who didn't get medals beat out 1000's of other people to get the chance. they have to know something about running faster. and i am sure they'd be willing to offer advice especially when few others are paying them any attention (i know that's a rough one but kind of true).

Go at a certain distance one day, and each day go farther and farther a little. It really helps, because after a while your legs get used to it.
