No, a Jew cannot, if they are practicing, believing Jew. Obviously, there are those who do, I'd know personally because my cousin married a non-Jew. (Yes, I'm a practicing, believing Jew). It probably sounds harsh but it has nothing to do with intolerance or a Jewish superiority complex. It's just that, as I believe Rabbi Moshe Feinstein RIP, said, by marrying out of the faith, you are causing your children to not be Jewish, and slowly, killing out the religion. Obviously, that won't happen through one inter-marriage, but if one person does it, chances are, others are also, and after a while a significant number of Jews have non-Jewish children. This is the truth, from the true Jewish standpoint.

religious Jews do not marry people of other religions but there are many interfaith marriages. as for it declining the amount of Jews this is not necessarily true. we have a few couples at my temple(i am reform) who are not both Jewish but they are raising their children Jewish. also one of my grandmothers converted to Judaism after being married to my grandfater for a few years. Orthodox Jews tend to look down on Jews who dont marry other jews however they really can not do much for that.

according to jewish law, jews should only marry other jews, in accordance with deuteronomy 7:3. according to actual jewish practice, jews marry non-jews all the time, and in fact this has become basically the biggest problem in the jewish community.
