I am part of a funeral detail for fallen soldiers. My detail and I fire blank rounds. It would be the same for a police officer. Using live rounds is too dangerous and the risk of the bullets falling on and killing a person is too high to be considered.

No, they use live rounds. This way they have a 1% chance of killing someone else in the police/military so they can do another gun salute. It just goes round and round.

Yes of course, that is why they either use revolvers which don't use the energy for the bullet and casing to cycle the weapon, shotguns which are pump action or they manually cycle the action after each volley.
