They're not really bright red - but Irish Setters are probably the 'reddest' dogs that you can get.

There is also a Red & White variety of Irish Setter.

Red occurs in other breeds too but is sometimes known by a different name, eg you get Ruby King Charles Spaniels.

Of course, you could take a white dog, like a poodle & then dye it bright red ... dyeing your poodle used to be all the rage in the 60's but then it thye seemed to dye them mostly pink.
