Duh, ALL THE TIME!
And, No Filipino Guy with the Hat, the song was not made up by Brian Griffin from Family Guy. Yes that was where it got a TON of exposure, but at first it was an internet video phenomenon since 2001 (see newgrounds, or ebaumsworld, or albinoblacksheep). Well before it aired on Family Guy.
But like I said, it's Peanut Butter Jelly Time ALL THE TIME...where you at, where you at...
