I found it once and now i cant find it again When the air goes into the engine this device actually spins like a fan to force air into the engine

That would be called a turbo charger, in any case these things are a complete con, the most they do is restrict airflow into the engine which reduces performance instead of increasing it.

Sounds like your getting mixed up a bit here. Sounds like a turbine.
You arn't thinking of a scramjet here are you?
BTW turbo's and superchargers increase horsepower like how 2nd world war fighters were fitted with superchargers to aid performance
