Because in theory you don't want them popping up. To allow them, open IE and select tools > popup blocker.

Yeah that is exactly right, so if it said Pop Ups allowed, it would allow them

that's what disabled means - to stop working i.e. pops won't work or are limited.

you might have pop-up blocker enabled in other toolbars - i.e. yahoo, google, MSN, spyware doctor or other malware or virus programs you will have to check each one
