They have more body surface, more than double.
Sometimes triple.
Is it fair they have 2 or 3 times the pain just for being taller?

It's not about fair. If you're going to hell, they will fashion midgets from rocks and scented oils to put into hell with you to be sure it is anything but fair.
Anyway, it might be the other way around. If midgets are 2-3 x's smaller, their nerve endings will be much closer together. Burning two feet of flesh at a time off of a tall person, say a leg, might just be more tolerable than burning two feet of flesh on a little person, which could be a whole body's worth of flesh.
