They are identical except the .net site cannot accept real money games.
Both offer play money, but the .com also adds the option of playing for real money.
In the US they can only advertise the .net site because most states have a problem with advertising gambling sites, and there are various other draconian gambling laws in America. So to avoid the legal hassles they advertise the one where you can play for free.

.net is just the play money version of .com. .Com has real money games, tournaments, private games, the 600 dollar bonus, etc. (for a bonus review go here: http://www.ultimatepokerbankroll.com/article.php/full-tilt-poker-bonus ) basically .net is just a site they have so they can advertise in the US.
