I have the same problem and it might sound weird but I use Head and Shoulders and if you use it every time you wash your hair it REALLY WORKS then I take a q-tip and put some on my wet eyebrows like when I am washing my face and I let it lather it with the q-tip and then when I am done brushing my teeth I take a wet wash clothe and wipe it off.. just be careful to lather it enough to cover but thick enough it don't drip in your eye... its BURNS trust me I know...lol

I have the same problem, along with eczema, but with a steady regiment of moisturizing, it goes away. Just put some moisturizer on your eyebrows after a shower everyday. You could try it on your scalp, I haven't though.

Try to exfoliate first to get the flakes of skin off, and get your skin smooth. Then lots of moisturizer to keep the skin soft and supple. Keep moisturizing every day...

Well for your skin try "cetaphil" lotion it really works. Whenever I have a dry spot on my face i always use cetaphil.

As for your scalp I would try switching your shampoo and conditioner. Some say that they mosturize but they can actually make it worse. Try "white rain".

if it's sorta greasy and dry at the same time, like eyebrow dandruff you could have sebhorric dermatitis (spelling?).

Otherwise, like everyone else said exfoiliate the area gently and use an eyecream.
