You do need a passport if your are a British or Irish Citizen (which I am guessing you are one) and wish to fly to any EU country. This does not apply to other EU nationals who can travel on ID cards between countries, we of course do not have such a card yet.
Although you technically need a passport for domestic flights in reality, for security reasons, you do need photo ID and there are strict limitations on what form this ID should take. A passport is of course accepted. Having seen people bounced off domestic flights because they lack this (as well as people being refused permission to travel to Europe) I follow a simple rule for now - if flying carry passport.

My answer assumes your British.
You do not need a passport to travel within or to Ireland regardless of how you travel. If you fly, you just to prove you are the person named on the ticket (which in this day of heightened secuirty means photo id).
You need a passport to leave the UK and Ireland and enter another country regardless of of whether the detsination is in the EU.

Oh you absolutely DO need a passport for EU countries. We couldn't go on holiday to Portugal a couple of years back because it was discovered at the airport that my son's passsport was expired (he was five at the time!). That's a mistake you don't make twice ha ha.
There are no exceptions - once you're outside the UK you'll need a passport.

You will need your passport to go anywhere outside the UK. I have been to Ireland before and have been asked for mine at passport control.
