why would someone call you up after several months, and ask 'do you miss me?' why wouldn't they just say 'i miss you.'

They are probably trying to find a reason to have something to say to you to get back with you. This person is obviously missing you but they just don't have to guts to say it or they don't wanna feel like an *** because they have just told you they miss you and you don't feel the same!!

If you have moved on and not have any feelings for that person then you wouldn't say "I miss you"
