He is kinky and weird and he crossed the line of decency. Anyone who talks that way to someone who is just a neighbor is a total jerk. I would stay far far away from him. He could be a pervert.

Its weird if he's creepy and unattractive, but if you think that he is hot then that is probably okay unless he's some sort of weird stalker. I don't really think that its a compliment because he could have just stopped at your really hot!! He's wanting to go the whole nine yards!!
