I've had a dream... hope Sepp Blatter is listening.
For current Euro/WC qualifying, as many groups of 4 as needed (currently 13). Each plays home and away = 6 matches. After these matches, the top 2 of each group gets formed into groups home/away with the top people going to the euros/WC. At the same time these are played, the losing two in each initial group get put into a knockout tournament played on the same night as the 'big' teams Euro qualifiers. Maybe even give a tourney entry to the winner. Result, minor powers get matches to prove themselves against the powers of the European game, and also meaningful matches against similarly matched teams if they don't qualify for the 2nd phase of qualifying.
Plus this format would give Scotland a fighting chance of winning a trophy.
