Head toward Foggy Bottom/ Kennedy Center...
Try Bangkok Joe's: bangkokjoes.com (and if you have theatre tickets, show them before you order 5 to 7p.m. and they only charge you lunch prices!)
For fixed price dining (during pre-theatre hours) of about $25 per person, try:
Cafe Atlantico: http://www.cafeatlantico.com
701 Restaurant: http://www.701restaurant.com
Chef Geoff's: http://www.chefgeoff.com
If you're feeling like sushi, try Kotobuki: http://www.kotobukiusa.com
Indian food? Vegetarian that a meat lover can appreciate? Nirvana: http://www.gayot.com/restaurantpages/info.php?tag=DCRES041201&code=DC
If you don't mind the drive, my newest "best find" is in Fairfax. It's called The Espositos and it has the best southern Italian food I've had since childhood: http://www.freewebtown.com/espositos/index.html http://www.restaurantrow.com/MoreInfo.cfm?Code=808504&state=VA
Bon Appetit!

Try my favorite Organic Italian restaurant, Coppi's, on U st NW. You can certainly spend more than $20 to $25, but one of the best meals is the Pizza, which is much less than that, so you'll have enough left over for appetizers. This is a truly wonderful, slightly eclectic restaurant named after Coppi, the Italian Bicyclist.
