my german sheperd dog's willie comes out he doesnt have to be horny it comes out all the time is this normal

Yes it's completely normal. He's just excited. Dogs do not do this because of sexual arousement. Any kind of excitement or brain stimulation can make this happen. Dogs can do it when they eat or see food, when they play, even when they get to ride in the car.
Neurtering him will not totally aleiviate this from happening. However it's always a good idea to spay or neuter your pets. A male dog can smell a female in heat up to 3 miles away. When dogs are in heat male dogs become expert escape artists.

Yes, it is normal. His excitement is not sexual..

If he begins to 'mount' things, correct with a quick obedience lesson.

Yes its normal. His penis shows only because he's excited. It doesn't have to be sexual it's just in general.

What you should do is have him neutered (6 months). It will alleviate him "exposing" himself and prolong his life and prevent cancer, territorial urination, "aggression", etc.

With young males yes if they are not neutered.

Get him neutered and it will stop.
