No. Down syndrome is a human-specific genetic condition affecting the 21st chromosome. Cats can be born with genetic disorders though. My Grandmother's cat had a set of twins about 8 years ago. One died within a few hours of birth. The surviving kitten suffered from an inner ear deformity that made it difficult for her to walk in a straight line or jump. She was deaf and partially blind. Once she learned her way around the house she was fine so long as no one moved anything major around. She passed away two years later of cancer.

Down's Syndrome is a strictly human condition, when a person is born with 3 of chromosome number 23. It's purely possible your cat is just not an intelligent animal, or it doesn't want you to know that it is intelligent. So, if your cat is acting retarded, it's not down's syndrome.
