If you have such strong feelings for this guy maybe you should express to him how you feel. But when your expressing your feelings don't start off by saying you love him. If you've know him for a long time, say something like I know you have a girlfriend and I respect that however we've know each other a long time and over these past years my feelings for you have grown and was wondering if there might be a possibility for us to be more than friends? But if you aren't friends and just know each other through mutual friends, you need to wait until he breaks up with his girlfriend.

you could try tellin him that you really like him as a friend and love him like a brother. you could also tell him that you well always be there for him if he wants to talk about somethin that's bothering him or if he is having problems with something. just sit tight for now and wait a couple of weeks after he's single before doing anything that might scare him away.

You should write him a note that says that you really like him (don't say LOVE yet, that might freak him out) and that maybe you could get together sometime. Give him your e-mail/phone number and tell him on the note to write you back. HOPE THIS WORKS FOR YOU!
