The people that came up with those numbers aren't particularly known to be the best and brightest when it comes to accounting.

I believe this number refers to the amount of taxes the government is losing out on because of tax evasion and people lying on their taxes. Of course, it's just an estimate, but if they know they're losing out on this much money, why can't they go after it?

Where are you seeing this number? It's close to the number of how much the average return getting a refund gets, but that would be overpaid, not unpaid, taxes.
