I don't think religion is a govenment conspiracy. To prove my point, you can look at Communist societies that try to abolish religion and can not be fully successful. Religious people feel persecuted when people try to take their religion away from them and replace their fears and superstitions with facts.
If religion were fed to the people as a requirement to better control the people, the people wouldn't cling to it like they do if the government tries to abolish it.
Religion does dumb down society but it can hardly be prevented...people refuse to believe in what the see and lack self confidence and therefore need some mystical and invisable friend to believe in to take the blame for bad things and credit for the good ones.
No conspiracy. Its all individual choice.

I don't think it is to keep them stupid but to keep them under control. I think it was especially true in the dark ages when the church and government went hand in hand. Fear is an excellent way to control someone. And Christianity is full of scary things.
