Yes you can use Microsoft Publisher to make a program of the type one would hand out at a play or concert.

If you don't already own a copy of Microsoft Publisher, there is an Open Source freeware package called Scribus which can be used to make the same sort of brochures, cards, programs, etc. You can download that package here:
