First, you have to convince your Mom that SHE wants a dog! After all Hon, she's the one who will be caring for it while you're in school, out with your friends, etc.
Maybe she'd be more receptive to a toy breed, some of which hardly qualify as dogs! Ask your Mom what it is that she doesn't like about the idea of having a dog. Is it the barking, the shedding? (You've already volunteered to walk the dog.)
I do have a suggestion that she might agree to. My daughter has a Maltese, which just might be the nicest breed in existence. They are adorable and affectionate, tiny, quiet, don't shed, and their eliminations are proportionately small in case of an "accident" in the house. You would want to have a dog like this clipped though---those long mop-like coats are for show dogs only.

Look: dogs are family affairs. If your mother doesn't want one, she doesn't want one and it's unfair for you to harp on her to bring in a new family member she doesn't want. Especially if she's frightened by dogs.
Secondly, you're going off to college. Believe me, you will not be taking your dog with you. Even if you did not live in a dorm, you would not have suffecient time to care for the dog. Your mom will end up taking care of it all the while you go to college which can be 4 years +. Again, unfair because she doesn't want a canine in the first place.
Thirdly, the best way to convince her is to show you can finacially support your furry-kid. That means getting a job if you don't have one, and YOU yourself purchasing the dog. And there's vet bills, food, miscellanous expenses. It can be done. I'm a year younger than you, I got a job, and my dog was bought and paid for from my pay check. Her vet expense come from my pay and savings, and I pay the dollar difference between the food she eats and my parent's dogs eat.
Fourthly, since you live in an apartment: just one 30 minute walk won't cut it. Consult your cousin to find out, on average, how many walks she needs to take her lab on a day.
Final point, see if you can get a couple of friends who own dogs to bring them over. Try to get your mom to spend time with them. She needs to get over fear if you hope to get a dog before graduating college.
It would also be a good idea to take over the care of your cousin's labrador for a weekend or so. See if you can handle it.

Getting a dog needs to be a family decision, especially if your mom doesn't like dogs, and is scared of dogs. She can't be scared of dogs if she is living with one because animals can tell and act upon the tension and fear. If you are going to get a dog (if your mom agrees) try a small dog like a Cavalier King Charles Spaniel. They are fairly calm, originally bred for companionship so they are very friendly and great with children. They will still enjoy walks and playing with a toy. They are also usually quiet (if trained properly) and would probably be ok living in an apartment.

I have had a west highland terrier 4 almost 2 years now. He was lonely so we decided to get him a playmate. We got him a baby lab to play with. My dad wanted my westie 2 b happy, but he didnt like the lab because it would b too big. We decided we were gonna give it away, but suddenly my dad wanted 2 keep the lab. He noticed it was smart, a fast learner, and potty trained at 2 months of age already! WE fell in love so decided 2 keep the lab.
I would reccomend a lab or a german sheperd. Both these dogs are smart. Or... U can visit a shelter to adopt a dog in need of ur love. I wish u the best of luck! =)

You are not going to convince her. Your Mom is a smart woman. and she probably understands the commitment and challenges it will take.
But there is a solution for you. The ASPCA or the Humane Society is always looking for dog walkers or volunteers. It is a great place to start off learning about different types of dogs, and your help will benefit your community.
NOw, don't 'poo-poo' it. This is also your opportunity to show your Mother that you are reliable and determined. She will be proud of you, and this means so much more than all the hostility you feel about not having a dog.
This could also be a great excuse to meet other dog-lovers and will look great on your application to college.

What I did was, first, I volunteered at the local animal shelter to bathe, feed, and walk dogs. My mom got to watch. The worker that was helping me bathe the dog told my mom that I was a GREAT handler and that I had dog in my blood. After hearing that comment, I got my first dog. A Black Lab called Zeke!

Well.. why don't you show your mom you can take good care of dogs and once you know them they arent no harm. Try adopting one at a dog adoption place you can also make its own area with like newspaper or something and a cage to avoid messing around with the carpet. the main thing is try to tell your mom dogs are no harm and are pretty cute and incase of robbers dogs are always there :) hope i could help

It took me ten years to get a dog. I finally got my Lab last year. You just have to wait and pray. That's about all you can do. And you can find out what breed you want and start searching for a breeder on the internet. Good Luck!

Try a small breed like a shih tzu but before u pick a breed u need to research but look at puppies and call her over when you find a really cutie one it will melt her heart and eventually she will cave it worked w/my mom try this site u can pick any breed and to will show u any breed u want and breeders all over the country

tell ur mom that you will get the smallest dog in the world keep working your mom even if she gets angry tht is wat i did and i got one lol. Tell her that you will always care for it and you are old enough to take care of anyone anyways. Just make sure you will do everthing that you are saying you will do dont say o yah i'll feed it and you don't ok that never really works laugh hahahah ok good luck
