No they dont. The yellow bumper is more for us at home to know who the rookie is. All the other drivers in Nextel know who the rookie is at the start of the season.

Yes, Nextel Cup has that yellow stripe for rookies too.
Mostly, the drivers don't usually pay too much attention to who's driving the car, so the strip serves as a reminder that the driver of the car is not experienced and still learning, so that other drivers can take appropriate action.
For the same reason they give the yellow stripe to drivers when they go to a track for the first time, even when they aren't rookies, since they would be learning how to run well at that track.

The spectators and TV viewers don't care who the rookies are. The yellow bumper is for the other drivers. Sometimes it's difficult for a driver to determine whose car they're trying to get around at 190 mph. Maybe they should put the drivers name on the bumper.

Some veteran drivers have short fuses when being blocked in a way they don't like being blocked. Alo there are alot of cars that are not mainstream nextel cup so alot of cars a driver won't recognize as a norm. Showing the yellow stripe or tag is a way to tell these drivers to chill, relax, and remember that this guy is new and will learn who he can drive against like that or not. Altho not all drivers remember that and use it as target practice.

It is more important the first few races of the year. For example, last year the 18 went from a clean racing veteran to a new-to-stocks rookie. I'm sure when you are going 190 you don't stop to think "Who is driving the 18 car this year?"
Plus, it is a right of passage for drivers.

For the other drivers only, and not people at home watching. It lets them know to be cautious when coming up on the car.
