Dont fear rejection. If a person doesnt know you well how could they be rejecting you? They may not be worth your time anyway. Go up to the guy start a conversation with him. At the end of the conversation ask him for his number. If he gives it to you hes interested. If he doesnt he is not but it may just may mean hes taken. You wont know if you dont try.

I too am scared of rejection when approaching certain women.I get overly nervous,but I also explain to them I am nervous an 9 times out of 10 that's a conversation starter.If you told me the same thing I would find it irresistible and cute.Maybe try that.In any case,good luck!

you look nice so it should be easy. just find some excuses to go see him. ask some help or to borrow something. and look at him straight in the eyes (nottoo much though). if he is smart (and if he likes you) he will jump onto the occasion. let him do the rest.
dont just go to ask him out. he will think that you do that a lot and he will not respect you even if things work out.

If the photograph is really yours, then I do not see any problem - as you are indeed a fairly attractive woman.
All you have to do is use your God-given feminine charm and act just a little coquetishly and coyly towards him by sending subtle signals that you like him. And IF he is a NORMAL, SANE man, THEN HE SHOULD COME AFTER YOU - not the other way round !
