It really depends on what level your looking for. The feds have several different branches CIA, NSA, FBI, ATF, DEA, Marshalls....all of these agencies will do counter surveillance of one form or another. Your gonna be hard pressed to find a position starting out federally or locally doing anything on this level.
If your former military which I'm assuming you are you have to understand that in the civilian law enforcement world job classifications are not as distinct.

Internally, by law, it is the FBI. From the Patriot Act we are told it is the Federal Marshalls. the DEA and the Border Patrol are also in the act. Overseas, according to law, it is the CIA.
Supposedly, the CIA land the Military are prohibited from conducting surveillance within the U.S.A.
But, from the way we are losing our freedoms, any of that is subject to change without notice.

NSA.
The National Security Agency has two mandates:
1) Spy on the world
2) Prevent the world from spying on us
While I was in the navy, I got to work with some of the security measures developed by the NSA in my communications and flight data systems. They have some good stuff.

All of them from the Federal to the local jurisdictions. Anywhere you look there will be departments for that purpose. Of course the FBI, CIA and NSA are a prime examples.

there are many of them. all the way from security guard at an apartment building to CIA.
