How do i get this hair in this pic?

How would a person get hair like this person here http://www.staticmultimedia.com/content/games/news/news_1119027698/perfect.jpg . how long should your hair be and how should it be cut? also, how do you style it that way so its so fluffy and so that is sticks out? would a curling iron work good? and what type of gels and hairsprays should i use?

well for the color, pleez don't. (lol)

for the style, get a shoulder-length cut, and maybe layers. straighten your hair, but when you get to the ends, tilt the straightner gently out and up (but not way up!!!). apply some hairspray, maybe some shining/smoothing milk serum, and you'll look gorgeous!

You can have it cut to shoulder length or just below the shoulder. To get the flips you could use a blow dryer when you hair is wet and flip the ends out with a brush. To hold the ends like that use a hairspray that won't make you hair crinkley. If you want the highlights take the picture to your hairstylist and she can do that for you.

Your hair needs to be no longer than your shoulders and cut with blunt layers around the bottom and around the face.spray with beach spray(john frieda,kms,bumble and bumble and wella do good ones)then dry upside down with your fingers.brush and use a straightening iron to flick out the end then spray with hairspray
