I caught my daughter and I wasnt sure if i should address it, i know it is normal but what age, she is really young

Masturbation starts before people even know what sex is. It's natural for boys and girls to be curious about their bodies and touch themselves. It feels different and interesting to touch there so of course they'll do it. For many, I think they start touching themselves when their pubic hair begins growing because it brings attention to the changing area. Do NOT shame her. What she's doing isn't wrong no matter what her age. The important thing is to let her know that while it's ok to touch there, that part of her body is private and she can't do it in public. If she's already in her teens, don't even worry about it. Just let her have her fun.

Kids start discovering their bodies when they are babies. It isn't abnormal to see a wee toddler playing with themselves. It is perfectly normal.

Now is the time when you sit down and have the privacy talk. Try not to demonize the behavior, rather teach her that it is a private area and it is OK, but it is something that she does in her alone time.
