Well if you don't mind her having a Myspace then that is a good site. You can set your profile to private so no weirdos can see it, also along the same lines sort of is www.Xanga.com

Also a site where you can chat to people and you create a character to chat to them is IMVU, its pretty fun and interesting.

If you want something a little more kid friendly try these sites:
www.neopets.com-Not so much socializing but it still is a great game and fun and extremely safe.

www.clubpeguin.com-This is a great game, you create a penguin and get to go around and talk to people and make an igloo for yourself. I have little cousins who absoulutly love it.

www.webkinz.com-You actually have to buy a little stuffed animal for this, but it is supposed to be a great game for kids but might be a little too young for her.

www.runescape.com-Basically you create this little character guy and gone on quests if you want to call them that and you can meet people and talk to them.

www.puzzlepirates.com-This is an absoulutly perfect site for a 13 year old, it may seem weird that it's pirates but it actually very fun and you create a pirate and join a crew. You rise through the ranks and may very well someday become a Captain. It is online community so you get to meet people and talk to them.

I think you should try neopets (www.neopets.com). It is a heavily moderated site, there is no way she will be exposed to anything nasty whilst on there.
I also think that, if you think she is mature enough and knows about Internet privacy, sites like Myspace or Bebo (www.myspace.com, www.bebo.com) would be good. She could use it to talk to friends and find others with similar interests. It is a site for socializing.
A more mature site is Gaia online.(www.gaionline.com) It is a discussion site which makes it easy to talk about any topic with people around her age. It is generally aimed at children her age and up, so (as you can imagine) some of the topics can get fairly riqué and you may not want your daughter exposed to some of these things.
I am 14, just a year older than your daughter, and these are all sites I enjoy going on. Have a look at them, i am sure that they are what you are looking for.

www.neopets.com - you make a pet and play lots of games, gaining money(for the world) and can buy things for you pet etc. I was nearly addicted to that site when I was 12-13. You can send messages to other people on the site.

www.myspace.com - You make a profile and post comments on friends profiles. you can decide to make your profile private meaning only people you accept (friends) can look at your profile so no perverts. Most kids have one by the time they are 11-12

www.clubpenguin.com - Evry time Im in the libary in my school there is about 10 kids from fresman yr(so about 12-13yrs) I think you like a make a charater and walk around this world talkingh to other people and play games etc.

Bebo, xanga, and neopets are all good:)

And though MySpace may have private features that allow only friends to see it, many people CAN unlock it and find their way onto other people's profiles. But, if your daughter can use a myspace without adding personal information, that'd be good!

Yeah it's called get her butt off of the computer and outside riding a bike, walking the dog, joining scouts, a soccer team, a softball team. A 13 year old doesn't NEED to be on the internet to chat.

I'd try websites like Neopets, Myspace, etc. If you don't want her mixing up with older people you could sometimes supervise her.

LiveJournal is great, too... www.livejournal.com. Basically online journals (most people use them to whine about stupid things and ramble about pop culture - charming!), where you add friends, join communities, etc...

she can download msn messengers and tell the kids at school to download it too and she can shat to them on there.....the good thing about that is not just anyone can talk to you they have to know something a bout you in order to do it...you can also block the people you don't want her talking to
