A general, short way to tell the difference is to look at the person's behavior with other people. If they flirt with other people then u have your answer. Also if they flirt with other people while you are in the room then you shouldn't need anymore questions.

4 me someone who really likes u is shy about its feelings, but keeps watching u a lot, and do anything 4 u perhaps its not ur gf/bf also a flirt its like that to anyother, like trowing kisses, or the clasic hand movement, but dont discard the idea that he/she could have a crush on u

most people flirt if they like you but if they are jst a flirt with everyone then you might want to think about being with or talking to her
