Incarceration rate has nothing to do with criminality. Its more difficyult to arreast illegal criminal, that has no papers, and that can go back to mexico and dissapear there.

Paper will hold still and you can write anything on it. Paper does not care if you tell the truth or you lie.
The authors of this report obviously have their own agenda. Every other report I have read says exactly the opposite.
