It's the same answer as the question, "How do I get to Carnagie Hall" -- practice, practice, practice. ;-)
Keep in mind that "Pagan" is an umbrella term that covers many different religions, and at its broadest defines the religions that aren't part of the "Big Three" (Judaism, Christianity, and Islam). The term "Neo-Pagan" is a bit narrower and embraces those religions that are earth-focussed and often polytheistic.
There are many Neo-Pagan religions, and you could spend years researching them all. You could try the following quiz:
http://quizfarm.com/test.php?q_id=11726
or this one:
http://quiz.myyearbook.com/zenhex/quiz.php?id=3594
or this one:
http://www.selectsmart.com/FREE/select.php?client=paganreligion
to try to narrow things down a bit in terms of what branch of Neo-Paganism would most interest you.
Wicca is one of the Neo-Pagan religions. Since I'm Wiccan myself, I can point you to what I consider to be some good resources.
A relatively objective (non-Wiccan) set of articles on what Wiccans do and believe:

Another useful article:
http://www.religionfacts.com/neopaganism/paths/wicca.htm
A good site by Wiccans:
http://wicca.timerift.net
And the US Army Chaplains Handbook excerpt on Wicca:

If you're looking to do some reading, I'd recommend "Wicca: A Guide for the Solitary Practitioner" by Scott Cunningham, and "Triumph of the Moon" by Ronald Hutton. I advise you to stay away from anything by Silver Ravenwolf, for reasons outlined in the following essay:

I'll add in my two cents.
First, please don't determine your religion with a friggin' online quiz. I've taken those before and gotten all sorts of answers that had nothing to do with my actual beliefs.
I suggest scrolling down to the bottom of the page at http://www.witchvox.com and checking out the Traditions page (it's not just Wiccan). Also, get a copy of Graham Harvey's "Contemporary Paganism"; it has an excellent overview of a number of neopagan religions. And I also highly recommend Nicholas Graham's "The Four Powers", which explains the basics of a number of different magical paths.

Well becoming a Pagan is pretty easy, you study Paganism and honor nature and the Old Gods. Keep in mind there's a lot more Pagan religions than Wicca.

You get a book about it. I would like to suggest that if you intend to practice magick that you study the morals and ethics of the Buddha first. Too many have used magick to further their own bloated egos, oppress those around them, and harm themselves and others. You should have a decent moral starting point before you begin to practice magick. With magick, your actions have more weight and carry more karma. You will have to go through and endure what you have made others go through. In this life or a future one. Harming another is the same as harming yourself. When you raise so much power and energy and draw all sorts of Attention to yourself, you can't fool them or hide your heart. Doing harm to another will bring harm back upon you. By this same rule, you needn't seek vengence from what others have done. They will pay for their actions. Vengence will only create bad karma for you. Let them hurt themselves, it's funny.

Becoming a Pagan is easy, just decide to be one and look for like minded people.
Being a Wiccan in my opinion takes dedication and work.

Not a decision to be taken lightly, first you should study for a year to learn all about the religion. Try and find a coven that you fit well with and learn from them. There is more that goes into it but these are the first steps, good luck on your path!
