You cannot spot-reduce any area of the body. You have to lose weight period. Calves are the hardest muscle to build and some people just are not able to add to them. Take up dance (something fun like salsa which is a great workout for butt, legs, and calves) running and cycling.

Walking, bike riding, swimming. She needs to build up the muscle & lose the fat at the same time and she is too young for extreme exercising.
