it really depends on the guy, the moment, and how good you are with tongue. some people with too much tongue is just sloppy.

Well, if you are just making out, with some guy at a party or in a club you can use as much as tongue as you want, because you might never ever see him again. But If you love someone a lot and you guys are making out you better make sure if he likes or enjoys a lot of tongue action!!
So you are better off by testing what your partner likes and what you feel comfortable with.
