I agree 100% with Harold T, it's made by UGL and just got done doing a basement. I like the oil base vs water based. I put a coat of the water based on a 90 yr old clients basement walls and then top coated with a eggshell finish paint on top of that. We just got 4" of rain 2 days ago and the only place water came in was through her chimney. Again I only used the water based because of the smell of the oil based for my elderly client. good luck

It all depends on how much water is trying to get in. [how much water pressure there is behind the wall] you may need to do a lot more than painting the wall to stop it. like expose the outside of the basement wall to coat it and install drain tiles to take the water away.

the basement "should" be waterproofed on the exterior foundation walls. I've never used drylock myself, but I've heard it's good.
