There are several answers to that question which all contribute.
The average body temperature of a person is correlated to the sense of time going by (this is from various peer reviewed studies) There's a 1 degree average temperature difference between a young child's body and adult, the child being warmer. Warmer bodies tend to make things seems longer in time (this has only been tested within normal temperature ranges, as far as I know) 1 degree difference between adults is enough to cause everything to seemingly take 50% longer in estimates of how much time has passed.
Children also tend to be in better health, and more continuous engaged minds with new, hitherto undiscovered things in life than adults. This is cause for snappier, though often less comprehensive, sense of what's going on, so judgments are passed quickly, while torpor of neglect turns adult minds into slower juggernaut's. You'll notice people with more vitally active minds and bodies seem able to do more with their time.
Also it has to do with points of reference, as someone else has mentioned in terms of percentage of life experienced. A person who has grow accustomed to the passing seasons does not really take much notice of it as sensrally, but instead tends to focus on what keeps them engaged in ways forgetful of the drudgery of slowly passing time with boredom. -Kids often are bored because not many adults can be so energetic and thoughtful as to be constantly engaging their ever active minds in exciting ways with new discoveries. This teaches about boredom, then come the pursuits of avoiding it as mentioned above.
It also has to do with neural synaptic response times, a smaller head has shorter distance for these, but also fewer broad inter-connections, so less total pathway to traverse, this tends children to have quicker wit, but less encompassing understanding in situations. This is directly corrected to how one perceives time. The rest of the world seems to be going very slowly in comparison to how a child's fast moving mind sees the world, hence it seems to be "taking forever to grow up".
In all these things, it basically boils down to how much attentive engagement to sensing new data from the world around them is being applied. Those who live primarily in their own thoughts, and activities, are surprised by how much time has seemed to pass, when they do bother to engage their physical sense, instead of their mentations, while those who are driven primarily by physical senses are less apt to live in a time-isolated mental space.

Because You Do Not Notice Time When You Are Young.
You Are Having Just Too Much Fun! Most Young People Think They Will Never Become Old.
I think when you start seeing early signs of getting older you start looking at the calendar,and the clock.
Early signs of wrinkles along with more back problems,broken bones,and going to bed early.

Your mental comparison to what you already know. When you are young you have nothing to compare the time with.. When you get older its like.. oh its this time of year again... oh soon be summer.. soon be winter..
When you are a kid everything is exciting and new. when you are older it is repetitive and certainly not new. Its just "oh that time of year again".
Often finances too ... You wish your month away to get to the next pay day... When younger you are learning something new all the time.etc etc

because you're growin up...i don't know how old you are, but i am 21...after 18, it's all flown by. i think the responsibility of juggling work and school has made me age mentally and the world keeps moving and i keep trying to catch up. it's hard, incredibly hard to deal with sometimes, but i can't help but look at the big picture, i will be successful and happy and eventually settle down and have a family, my life will be complete. like i said, i don't know how old you are, but put your life in perspective, think about you're big picture and what you're life consists of and focus on enjoying that.

because the older you get the less amount of time a day is worth proportionatly in your entire life. for example when you are 1 year old a day is 1/365th of your entire life, when you're 40 a day is 1/14600th of your entire life. It only will get worse each day you age, untill you die.

Maybe because of more obligations during the day. Prisoners for example don't have that feeling of time speeding...
