i tell them how i like it (not sex) foreplay and they still dont get it its not only with one guy its happend many times why is this cause i can do it my self but they cant.

You must tell them EXACTLY what and where feels good -- and sometimes you must reposition them so they are in just the right spot to make you happy! It might not take words - sometimes moans and squeals work just as well. But at other times you may need to be more direct. Hopefully this is with someone you like, so after all is done, try to talk to him/them about what happened and see if that does any good. And be sure to tell the reason.

Maybe it's not your thing, or it's their fault.

I'm a guy who doesn't like receiving oral sex, but masturbating is fine. It's just a preference, and we all have them.

You need to ask yourself if it's something you generally don't get into, and just can't get aroused and such by it, or if it's their technique and something that can be taught, or somewhere in between.
