for example i have a black and white picture of me and i would like to make my lips have color how can i do that?

Hand color it. This is essentially overpainting, and is a common technique. Google it.

I want to add to Amanda's answer on selecting the lips in Photoshop. Use the pen tool (practice with it awhile before you actual change a copy of your image) to draw your selection... especialy the lips because you can have a curve in your selection.

As yoiiu draw a color will appear inside your selection... use the transparency slider to reduce it to clear...

After you have selected the area completely, and you have a line around your selection, right click and choose "make selection" from the menu. You will get your "crawling ants" and will no longer need the pen layerand can delete it.

You could handcolor it. They sell special paints and colored pencils specifically for handcoloring photographs.

Or, if you have a scanner and Photoshop, you could scan the photo into the computer and in Photoshop select just the lips, go to Adjust > Hue/Saturation and select "Colorize" and the color you wnat the lips to be.
