I spent a year praying hard that God would show me the answer to that question. This is what I learned on how to hear the voice of God during that time.
#1 There are three voices God, Bad, and Me. Most of the time it is just me and my imagination.
#2 It takes a lot of practice listening. A lot of daily prayer time spent in just listening for God.
#3 The Bad voices are urgent and loud, fill you with anxiety and a sense of hurry. They go away as quickly as they come.
#4 When God speaks it is a quiet, peaceful voice that gets drowned out by the others. It is deep within and gets stronger the longer you pray about what decision to make.
#5 Be patient when making decisions. Only take action when you KNOW it is God's choice for you. You will know because the other voices will have left you alone and deep inside of you, you will feel the urging of the Holy Spirit. It may take days or even weeks to get to that point.

How can you know? How did Abraham know God was talking to him when he was told to sacrifice his son? How did he know it wasn't a psychotic hallucination? It sounds a lot like one to me. That voice in your head telling you to do the right thing is you, go with what you believe is the right thing to do. Wouldn't a God that was righteous and loving want you to do that anyway?

I guess that's why God gave you a brain and a bible as reference and also a conscience.
Not very hard to tell different if you think about things.
There are stuff that's neutral too.

It's extremely simple:
There is no evidence of any kind that there is any such thing as "god" or the devil. So the only "person" talking in your head is you -- there's nobody else home.
There, problem solved. You don't have to worry about who's talking in your head, there's only you. See how easy (and reasonable and intelligent) that is?
