Good question, I have no idea....( I just need the two points) but good luck with that

Your screen has become magnetized. It's not a big problem at all and can be fixed in just a few seconds. All you need to do is buy a "degaussing coil," and follow the instructions. Go on ebay and do a search for one. You can probably buy one for under 20 dollars. I just did this myself on a tv that had a purple circle in the corner. I used the coil and it went away in 20 seconds.

Are these blotches pretty consistent - as in each blotch in the same relative location? or are they moving around?

If you have small children that are (ahem) adventurers..., they may have placed magnets or toys with magnets in them on the TV screen. IF thats the case, you will need to degauss the TV screen.

There is information on the Internet on how to do this, and frankly I forgot how... sorry about that.

Whether children did it or who - it sounds like a magnet came in contact with your TV Screen. Thats my best guess,

My second best guess is that the color sending unit (forgot the technical name) is on the fritz.

It sounds like the electron gun on the back of the tube is shot. If it's still under warranty or on a service contract have a tech come and look at it. If not get ready to buy a new TV.
