You need both to have a good system.

Tweeters control the high pitched notes, like snare hits.

And if you want to bump to hip hop or whatnot, you need subwoofers. They put out your base hard core.

Tweeters are cheap.
Good subwoofers are expensive. You will also need an Amp to power your subwoofers, and more than likely a subwoofer box.
