Why can you not get him neutered?
There are spay/neuter assistance programs all over.

You should make every effort to making him stay indoors. Otherwise there is a high possibility that he will either get hit by a car or possibly become a predators food. Wouldn't you rather get him neutered?
Somehow I sense that money is an issue, I was going to suggest on building a screened in porch for him.

why can't you get him neutered? and why can't you keep him indoors? why did you get a cat and you live by a highway? What do you want someone here to tell you? What kind of help are you looking for? Want someone to say it is ok that you have an unneutered cat that you got knowing you live on a busy highway and you are afraid he will get killed and how do you prevent that? I told you how to help him. neutering and keeping him indoors

Keep him indoors ,dont let him out ever!!!! once he gets a taste of outdoors he ll break for it all the time . And why cant you get him neutered? there are clinics for low income people that cant efford to pay to have there cat neutered contact local shelters ,look at pet store for their monthly clinics for low cost shots ,and services

neutered would be your best bet' so that you wouldn't have to be worrying that they go get hit as they are cats 'and cats do cats things like roaming after the opposite sex is 1 thing that unfixed cats do...that really is not a very good choice..there is no other option as un nuertred cats will Get out when they have their heat stages,,,,,LOL
