I am an U.S citizen but my parents and sibling are not. They are also living in the other country. Is it possible to claim them as my dependent which they really are, and also be able to deduct the amount ($15,000) that I sent over to them to support their living last year while filing income taxes?

Non-citizens have to be citizens of Canada or Mexico to claim them. Get them tax id numbers and just put them on your return (provided you pass all the tests for claiming them).

You cannot claim a person as a dependent unless that person is a U.S. citizen, U.S. resident alien, U.S. national, or a resident of Canada or Mexico, for some part of the year. However, there is an exception for certain adopted children, as explained next.

Based on the information you provided,, NO you could not claim them as dependants on your return and no there is no deduction for moneys that you sent to them to support them

If they are residents of Canada or Mexico, you might be able to claim them as dependents, othewise no. And in any case, you would not be able to deduct the money you send to support them - that would be what the exemptions would be for.

They actually have to be living with you and you provide more than half their support. You cannot claim them a deduction while they are living in another country.

You have stated that they are not US citizens. You have also stated that they reside abroad so it is reasonable to assume they are not resident aliens. Consequently, unless they reside in Canada or Mexico or are US Nationals, you cannot claim them as dependents.

She shouldn't have to file if she doesn't have any income at all. Just for laughs, she should file every year with an income of 0 and taxes owe of 0 and create paper for the IRS to shuffle.
