Good answer.

Isaiah 9:6 - For unto us a child is born, unto us a son is given: and the government shall be upon his shoulder: and his name shall be called Wonderful, Counsellor, The mighty God, The everlasting Father, The Prince of Peace.

Isaiah 9:7 - Of the increase of his government and peace there shall be no end, upon the throne of David, and upon his kingdom, to order it, and to establish it with judgment and with justice from henceforth even for ever. The zeal of the LORD of hosts will perform this.

Isaiah 22:21 - And I will clothe him with thy robe, and strengthen him with thy girdle, and I will commit thy government into his hand: and he shall be a father to the inhabitants of Jerusalem, and to the house of Judah.

1 Corinthians 12:28 - And God hath set some in the church, first apostles, secondarily prophets, thirdly teachers, after that miracles, then gifts of healings, helps, governments, diversities of tongues.

Kingdom is defined as "a realm ruled by a king". In that sense God's kingdom is a government. However, it's not necessarily government as established by man. As heirs of the throne we are adopted into the family but are not entitled to rule over anyone but ourselves. The kingdom is, and always will be, ruled by God and, like many of the things spoken of in the Bible, it is related to spiritual not physical things.
