Typically (at least in most states) you are required to carry Uninsured motorist coverage on YOUR policy to cover such an eventuality.
If you have that coverage than No you can't sue for the damages up to that coverage particular coverage limit (damages in excess of what would be covered by your company you can sue for). Basically the policy will state that it's your company which will go after the other guy to get backthe damages plus any deductible you may have had to pay.
If you didn't have that coverage for whatever reason then yes you can sue the other party.

You can sue anybody at any time for anything you want to.
However, there are two hazards to this: first, if you win, the uninsured person may not have the money to pay the judgement, either, and you're left with nothing and have used up all of your remedies for getting anything.
The second hazard is that you lose the suit, and end up having to pay the court costs and attorney fees, as well as possibly having to pay money to the person you sued for the inconvenience of taking them to court.
Fortunately, YOU should be carrying coverage on YOUR policy for "uninsured / underinsured motorist" that will pay you for the accident if the other person wasn't insured or didn't have enough insurance to cover your losses.
Call your insurance agent and have them tell you what your coverages are. Have them explain what is and what is not covered. Better to be ready for the accident and not have it then be unprepared and end up having to ask on the internet if you can fix something that's already broken.

yes, but good luck collecting. usually there is a reason that they don't have insurance. either they are "too poor" to afford the coverage or they are unable to get coverage.
also, if you have uninsured/underinsured driver coverage on your policy this covers damage to your vehicle if you are not at fault after you meet your deductible.

Yes, if you can collect. I was stationed in Germany in the army. When I bought a car there they required proof of insurance in order to get plates. Your plates expired when your insurance lapsed. I thought that was a great idea. In this country we always leave a loophole. Just like illegal employment, employers aren't required to check if you are legal, just if you have a (probably fake) green card.
