Lightly flour and season stew meat (paprika, salt, pepper)
Brown in a bit of oil
Remove from pan and then saute cut up carrots, onions, celery in a bit more oil
Add meat back to pot with a clove of chopped garlic and a teaspoon of thyme. Mix well and add stock or water. At this point you can add beer, red wine, or tomato juice as well for a richer sauce. Let simmer for 2 hours and serve with good crusty bread.

Take a couple of pounds of bottom round roast (wait for it to go on sale for about $2/lb--it's normally 1/2 that) or top round roast (ditto sale, but it's a little more expensive). Cut it up into pieces about 1/2" by 1/2" by 1". Be sure a cut against the grain (that is, see which direction the "strings" in the meat run and cut them short--this makes the meat more tender).
Fry them in a skillet in a little oil or shortening until they're completely cooked and a little brown. If you like your soup thick, roll them in flour first.
Wash and cut some carrots, potatoes, onions, and turnips into bite-size pieces. (The turnips don't taste like turnips in the finished product--you think they're potatoes!--but whenever I add them, the stew just tastes better. They're my "secret ingredient.") Toss them all into a big pot with enough water to cover them about 3". Stir in two packets of cheap beef stew seasoning (I like Great Value [Wal-Mart's brand]. It costs about 35c per packet and tastes great.).
Last time, I also added a can of stewed tomatoes. It was good.
For more flavor, pour or sop out the fat from the frying pan. Add a little water to loosen the stuff that's stuck. Pour it into the pot.
Bring it to a boil. Reduce the heat and cover. Check it every so often to make sure the water hasn't boiled down far enough to let it burn.
If you want to cook it in a crock pot, slightly cook the vegetables first. The crock pot takes too long to cook veggies, but they'll be fine if they're partially cooked before you put them in.
