It could be the beginning of cherry eye (it often comes and goes for several months before actually forming) or it could be an infection, or something as simple as irritation. I would rule out irritation since the other eye does not get red. Some dogs just have droopy eyes, which expose the pink membrane that surrounds the eye. Could this be the problem? Droopy eyes are common on Cocker Spaniels. Regardless, I would talk to your vet. He or she will be able to look at your dog and give you a better explanation. I wouldn't reccoment waiting too long to see the vet, however, because eye problems in dogs often lead to blindness if left untreated for too long.

Can you post a picture of this and put the link in your question?

Are you talking about where the white of the eye should be appearing bloodshot?

Or maybe a merle gene showing which could pattern an Iris?

It's hard to tell without a picture.

if i had to venture a guess i would say its an ingrown eyelashes or eyelids
or conjunctivitis
i see lots of cockers with really red droopy eyes that have entropion (turned in eyelids) and my own english springer usually has red eyes, and i know he has it (hes a rescue)

its not really a life threatening thing, but its a hereditory defect in cocker spaniels and you shoudl discuss it with the breeder

You need to take her to the vet and let him see it. No one here can possibly give you a diagnosis on a dog they haven't seen.
