I know they have a line of skin between fur line and inside of mouth. But is that actually considered a lip since it has no fatty tissue?

Well, the line you're speaking of actually is made of fatty tissue, and yes, it is considered a lip.

Dogs have flews, which are basically lips. Some dogs, such as St. Bernards (and other similarly structured dogs) have jowls, which are those low-hanging lips that tend to lead to lots of drool!
