There are procedures but they vary from state to state and country to country. The procedures vary depending on the age of the adult, whether you are a mandated reporter, and what your relationship is.
Anonymous reports are seldom taken seriously and often make things worse.

your not saying what kind of abuse! verbal/sexual/or physical hurt to the body so its rather difficult to answer you
