This is natural for dogs noses to turn color in winter. It is called winter nose or snow nose. Once the weather get warmer is should return to black.

This sometimes just happens. All puppies are born with little pink noses and pink paw pads. Most of them fade to black around 2-4 months of age, but some can stay pink, or brown, or gray, or any other natural dog color. It is somewhat rare, but some dogs have been observed to actually change colors much later than 2-4 months, sometimes as late as 12-15 months of age. I wouldn't worry about the change of color, unless the skin looks abnormal. If you have any swelling or open sores, or sores filled with puss, or anything at all that looks weird, I would call your vet.

It's not necessarily a heath concern, but a Jack Russell's nose should always be black, and fully pigmented.

A liver colored nose in Jack Russels is a fault in the show ring, but who cares if you are not going to show him. Is it just color or is it a scuff from doing what they do which is stick their heads in small spaces?Do you live in a very sunny place? could be sunburn if so.
